Can a spouse's earnings be treated as part of the venture's viability?

Keep the two apart. Household income from a spouse does not answer whether the enterprise is more than marginal; that turns on the business's own capacity. A qualifying E spouse is generally employment-authorized incident to valid status, which employers verify through the E-2S notation or I-94 record, but that is a household fact, not evidence about the company.

Plan the household budget on its own terms

Work out how long the family can live if the business earns nothing for several months, and where that money sits. If a spouse intends to work, treat it as a separate line of preparation: confirm the documentation an employer will accept, and allow time to obtain it after arrival. Unmarried children under 21 may accompany the investor as dependents, but dependent status gives them no work permission, and none of this classification leads to permanent residence.

Add one further point to that household budgeting: decide who in the family is relying on the business for income and who is not, and write it down. A plan in which the founder's earnings are deliberately deferred while household costs come from savings is a different plan from one in which the business must pay someone from month one, and the second constrains almost every commercial decision that follows. Say which it is before the first month, not during the fourth.

Hypothetical example: a household opening a bookkeeping practice agrees explicitly that the business will pay nothing to the founder for nine months, which changes how pricing, hiring and client selection are approached and removes an argument that would otherwise recur monthly.
