How residence status affects credential planning for a foreign-issued qualification

THE SHORT ANSWER

A credential issued outside Canada must be assessed on its own terms against the requirements of the intended US visa category, separately from the applicant's Canadian residence status. Permanent residence does not upgrade a foreign credential's standing, and citizenship does not substitute for the credential evaluation a category may require. These are three separate questions that need three separate answers.

Separate nationality from credential recognition

TN eligibility for a listed profession depends on both Canadian or Mexican citizenship and meeting the credential or experience requirement for that profession. A credential earned in a third country does not need to have been issued in Canada, but the applicant's citizenship still has to be Canadian or Mexican; permanent residence does not meet that citizenship element regardless of where the credential was earned. Confirm citizenship status first, since it determines whether TN is available at all before the credential is even examined. Answer three separate questions in order rather than as one. Only when citizenship is confirmed does the credential question become worth examining, and only after that does the profession match matter.

Check whether the credential itself needs evaluation

Some professions accept a degree or license directly; others require a credential evaluation service to confirm equivalency to a US or Canadian standard. This step is about the qualification, not the applicant's residence or citizenship status, and applies the same way whether the applicant holds permanent residence or citizenship. Obtain the evaluation before relying on the credential in any filing, since an uncorroborated foreign credential is a common source of delay.
