What is worth spending on before a customer engagement is signed?

THE DIRECT ANSWER

Legal review of the supervision and site arrangements, and commercial review of the contract wording. Both are cheaper before signature than after. Beyond that, budget for the internal effort to document what the employer developed, which is usually spread across engineering and product teams.

Do not build the packet before the arrangement is settled

Evidence assembled against a draft scope may need redoing once the customer finalises terms. Ask counsel for a staged scope: an early assessment of the site arrangement, then full preparation once the commercial shape is fixed. Ask what a further review would cost if the customer later changes the engagement materially, so the business can price that risk rather than absorb it unplanned.

Company training, relocation assistance, software licensing, government charges, legal services, travel, and household reserves are not interchangeable evidence. Price certified apprenticeship records, translations, and any genuinely necessary evaluation separately; then add current official petition charges and scoped legal work without quoting stale amounts. The petition budget covers government filing charges, read from the current USCIS fee schedule on the day of filing rather than from an older quote, together with certified translations of any foreign-language exhibit and professional fees for preparing and reviewing the package.
