Preference explains a commercial choice; the classification asks what the individual knows about the employer's own products, services, application, or advanced procedures, and whether the proposed duties require that knowledge.
Convert the preference into facts
Ask the customer's project lead what specifically they need from this person. Often the answer names a system, an integration, or a method the employer owns, which is the fact worth capturing. Sometimes the answer is continuity or personal trust, which is honest but sits outside the test. Record whichever it is and give counsel the real answer rather than the more helpful one.
Configuration and change histories, authorship records for internal procedures, training materials and completion records, an organizational chart, and a signed statement quantifying how many staff hold comparable knowledge. The principal separately needs a complete, uninterrupted qualifying year overseas during the relevant three-year window, properly related organizations, and company-specific special or advanced knowledge tied to the American assignment. L-1B requires specialized knowledge, not merely general technical competence, alongside one continuous year of qualifying foreign employment within the previous three and a parent, branch, subsidiary, or affiliate relationship.
