THE SHORT ANSWER

A visa plan that depends on several people who are not in the same room, and may not be in the same country, needs a clear map of who controls each piece of evidence before a remote consultation can be productive. This comes up often in a corporate transfer, where the applicant, the foreign entity and the U.S. entity each hold information the others cannot supply. It is worth stating the underlying conditions each route imposes, since a coordination plan is only useful if the parties know what they are collecting toward. The L categories require a qualifying corporate relationship, one continuous year of qualifying employment abroad within the preceding three years, and a managerial, executive or specialized knowledge role; E-2 requires treaty nationality, capital irrevocably committed and at risk, and an investor who develops and directs.

Map who controls each piece of required evidence

For a route like L1, the case depends on establishing the qualifying corporate relationship between the foreign and U.S. entities, the applicant's qualifying employment abroad, and the specific role being taken up in the U.S. Each of these facts sits with a different party: corporate records typically sit with the foreign entity, the U.S. role description sits with the receiving entity, and employment history sits with the applicant. Naming which party owns which fact before the consultation avoids spending the meeting discovering who has what. Add a column for how long each item takes to produce, since that is what turns a map into a schedule. Corporate registry extracts and certified translations run on external timetables, employment records depend on a payroll system's retention period, and a role description depends only on someone finding an hour. Sequencing the slow, externally controlled items first is the single change that most often shortens one of these files.

Set a single point of contact for consolidating documents

When decision-makers are spread across locations and time zones, documents tend to arrive out of order and sometimes in conflicting versions. Assign one person, usually someone at the receiving U.S. entity, to be the single point where every document lands and where questions about missing items are routed, rather than letting each party send materials independently. This does not remove the need for each party to produce accurate information, but it prevents version conflicts from going unnoticed. Give that person a simple naming and dating convention and require it, since version conflicts in a multi-party file almost always trace back to two documents with the same name. Where a document is superseded, keep the earlier version rather than deleting it, and mark it as superseded with the date, because the history occasionally has to be explained and cannot be reconstructed afterwards.

Confirm the corporate relationship and role before scheduling review

Before investing time in a remote review with multiple stakeholders, confirm two threshold facts in writing: that the corporate relationship between the entities actually qualifies, and that the role being offered matches a qualifying managerial, executive or specialized knowledge function. A new U.S. office does not receive an approval simply because it exists, and a remote review is far more useful once these two facts are settled rather than assumed. Hypothetical example: a machinery importer with a foreign parent schedules a full stakeholder review before anyone has confirmed the ownership chain, and the meeting is spent establishing who owns what. A first review would have obtained the registry records and a written confirmation of the qualifying relationship beforehand, along with a one-paragraph description of the proposed role, so the meeting could examine evidence rather than assemble it. Two threshold facts settled in advance usually save an hour of everyone's time and one wasted round of drafting.
